What is the time?

When your clock is not synced, it is called Clock Drift:

Clock drift refers to several related phenomena where a clock does not run at the exact right speed compared to another clock. That is, after some time the clock "drifts apart" or gradually desynchronize from the other clock. This phenomenon is also used, for instance, in computers to build random number generators.

Also, in space time is relative. It is also called Time Dilation:

In the theory of relativity, time dilation is an actual difference of elapsed time between two events as measured by observers either moving relative to each other or differently situated from gravitational masses.

And how do we keep time here on earth synced so that you can leave the office on time at the end of the day, it’s called NTP:

Network Time Protocol (NTP) is a networking protocol for clock synchronization between computer systems over packet-switched, variable-latency data networks. In operation since before 1985, NTP is one of the oldest Internet protocols in current use.

Today scientists are so accurate in determining time, that they have to correct time on devices. The Earth’s rotation isn’t equal each day, an in modern times this created leap seconds:

A leap second is a one-second adjustment that is occasionally applied to Coordinated Universal Time (UTC) in order to keep its time of day close to the mean solar time, or UT1.

Don't take time for granted, there are large organizations working hard to keep you on time.
